Under California law, the “construction zone fine,” only applies during hours when work is actually being performed. To avoid paying more (when not required), take photos of the area showing there are no “men at work.” You’ll want to use a camera with a date/time stamp feature, and for the date/time to be very close to that which is listed on your ticket.
